Are Blogger's Allegations True? Did UT Southwestern and Parkland Commit a Crime?

The Blogger at the site below continues to throw absolutely damning documentation and information to support his allegations.

I am now going to lay out the proof step-by-step, that Parkland and UT Southwestern, along with the Dallas Regional Office of the Centers for Medicare and Medicaid violated regulations. Some of this has been shown before as part of a build up, but this will constructed as a proof that local CMS, Parkland, and UT Southwestern officials will have no way of explaining there way out of.
